Indian HC, Gopal Bagley

Indian High Commissioner to Sri Lanka, Gopal Bagley, highlighted the imminent strides in connectivity between India and Sri Lanka, envisioning a prosperous future for both nations. Bagley expressed optimism about the transformative impact of enhanced connectivity during an insightful conversation.

Bagley underscored the pivotal role of the overland connection between India and Sri Lanka, emphasizing its potential as a “Highway to Prosperity.” He envisions the corridor becoming a conduit for pilgrims, fostering cultural exchanges between Buddhist and Hindu communities. Bagley highlighted the broader economic benefits, anticipating increased tourism, trade, and overall movement that would stimulate economic activities in both countries.

Addressing the specifics, Bagley disclosed advancements in the power sector, stating, “Technical discussions have advanced to a very high level, and now I think there is time to finalize the technical parameters and move on to implementing it.” He emphasized the holistic approach, mentioning the establishment of an oil pipeline, an endeavour that has progressed with the formation of a joint study group working on a feasibility study.

Bagley was speaking on December 7 to the ‘At Hydepark with Indeewari Amuwatte’ program on the Derana network. During the conversation, Bagley reflected on Sri Lanka’s current challenges and diplomatically refrained from attributing them to unfulfilled commitments or abandoned projects. Instead, he asserted his role as a diplomat, focusing on enhancing bilateral relations for the benefit of both nations. Regarding Sri Lanka’s management of relations with foreign nations, he noted Sri Lanka’s autonomy to foster conflicting international alliances, “I am the High Commissioner of another country here. I trust the wisdom of the Sri Lankan leadership to decide in the best interest of the people of Sri Lanka.”

High Commissioner Bagley’s recent visit to the northern parts of Sri Lanka showcased his commitment to understanding the region’s needs. He acknowledged the deep civilizational connect in the North, emphasizing the potential for development cooperation. Bagley pointed out the ongoing efforts to bring about development in housing, railways, and agriculture, especially after rehabilitation, signaling a renewed commitment to the region’s economic strength.

As the conversation delved into concerns about potential challenges arising from increased Indian investments, Bagley allayed fears, citing examples of Indian companies creating local jobs and contributing to capacity-building. He emphasized that partnerships between Indian corporations and Sri Lankan entities aim to synergize strengths, dispelling misconceptions about job threats.

Regarding future investments, Bagley indicated projects at various stages, including the West Container Terminal, scheduled to be online next year. He highlighted the potential for investments in renewable energy, health infrastructure, logistics, shipping, education, and information technology, signaling a diversified approach.

In the context of the Economic and Technological Cooperation Agreement (ETCA), Bagley expressed the urgency to finalize the agreement. He revealed ongoing virtual discussions between trade negotiators and their plans to schedule further rounds. The agreement, once finalized, is expected to enhance the already robust trade relationship between India and Sri Lanka. TP
