Acting principals deprived of permanency

A majority of the 389 acting principals serving in schools in the Uva Province, lament that they have still not been confirmed in their posts, despite having served in the acting capacity for more than 10 years. Although they had requested the Uva Provincial Council to grant them job permanency, their appeals had gone unheeded.

However, Uva Provincial Council Education Minister Chamara Sampath Dissanayake, when contacted regarding this issue said, principals could not be appointed in an arbitrary manner. No program had been implemented since 2011 to offer permanent appointments to acting principals. Although the 13th amendment to the constitution stated, that powers were vested with the Provincial Councils, they had not been given powers to appoint teachers to fill existing vacancies.

At present the principal grade examinations are conducted by the line Ministry of Education.

After the examination, it sends a list of selected candidates for suitable appointment to existing vacancies. This has caused injustice to the acting principals.

As the Provincial Minister of Education, Dissanayake was trying hard to ensure justice for these acting principals.
