Implementation of  “National Single  Window” Project

 

Sri Lanka is a party to the Trade Facilitation Agreement of WTO, which has been in force since February 2017. According to the agreement, Sri Lanka is obliged to establish and maintain a place (a Single Window) to submit documents and data required to be submitted to the authorities of the participatory trade (Import, Export and Re-shipping).

A formal plan for the project has been prepared in 2018 under the auspices of the World Bank.

According to the plan, the project will be implemented in three phases. The estimated cost of the project is approximately US$ 15 million and is expected to secure this amount from the World Bank and other stakeholders.

The Cabinet of Ministers approved the proposal presented by the Prime Minister in his capacity as the Minister of Finance, Economic Stabilization and National Policies to implement the proposed Project “National Single Window”.

 

Presentation of the 2021 Annual Report  (Report on  Final Budget)

 

According to the provisions of the Fiscal Management (Responsibility) Act (No. 3 of 2003), the Annual Report (Report on Final Budget)of the Ministry of Finance, Economic Stabilization and National Policies should be issued within 5 months after the end of the relevant financial year.

Accordingly, the annual report for the year 2021 has been published on the official website of the Ministry.

The cabinet of Ministers approved the proposal presented by the Prime Minister in his capacity as the Minister of Finance, Economic Stabilization and National Policies to table the report in Parliament

Provision of railway reserve lands for  cultivation on temporary basis

The total extent of the reserved lands belonging to the Sri Lanka Railway Department is approximately 14,000 acres and around 10% out of this has been leased for various purposes. It has been identified that it is appropriate to temporary lease out reserved lands located along the railway lines and railway stations which are suitable for cultivation and not immediately required for the development activities of the Department of Railway for cultivation. Accordingly, the Cabinet of Ministers approved the proposal presented by the Minister of Highways to provide these lands for agricultural practices and use on lease basis for a period of 1 year, prioritizing the cultivators already engaged in cultivation in the relevant areas, residents near railway tracks and low income earners.

 

Transfer of 10 acre land in Muthurajawela to CEB

 

The Board of Directors of the Land Development Corporation has approved the transfer of 10 acres of land adjacent to the Yugadanava Power Station at Muthurajawela to the Ceylon Electricity Board for the construction of a 300 Watt LNG Power Plant. The Board of Directors of the Electricity Board has also approved the purchase of the land.

Accordingly, the Cabinet of Ministers approved the proposal presented by the Minister of Urban development and Housing to recover the value of the land assessed by the Government Assessor and dispose of the same to the Ceylon Electricity Board.

 

Procurement for  supplying security  services for National  Savings Bank

Bids have been invited following the National Competitive Bidding System to provide security services for the National Savings Bank Head Office and Branches island wide.

Based on the recommendation of Cabinet Appointed Standing Procurement Committee, the Cabinet of Ministers approved the proposal presented by the Prime Minister in his capacity as the Minister of Finance, Economic Stabilization and Minister to award the relevant contracts to the qualified security service providers in each category, was approved by the cabinet of Minists

 

Establishment of a  modern surveillance  system for SEC activities

 

The surveillance system currently in use by the Securities and Exchange Commission of Sri Lanka (SEC) was established in 2008 and it needs to be updated to suit modern conditions. This can be funded by the World Bank-funded Financial Sector Modernization Project.

The surveillance system now in use is installed by Millennium IT Software (Pvt.)Ltd and the Cabinet of Ministers approved the proposal presented by the Prime Minister in his capacity as the Minister of Finance, Economic Stabilization and National Policies to modernize the surveillance system by calling for proposals as a direct procurement from that Millennium IT Software (Pvt.)Ltd.

 

Implementation of a  mixed development  project in Anuradhapura PO premises

 

The Urban Development Authority (UDA) is planning to launch a mixed development project on the 99 pearch land where the Anuradhapura Post Office is located. The Department of Posts has agreed to release the land subject to the provision of a new post office premises to suit the present value of the land.

Accordingly, the Cabinet of Ministers approved the proposal made by the Minister of Urban Development and Housing to transfer the land to the Urban Settlement Development Authority as a free grant in terms of Section 6 (1) of the Government Lands Ordinance and to select a suitable investor by inviting bids under the national or international competitive bidding system to implement the proposed project.
