The United National Party (UNP) has filed a Right to Information (RTI) application requesting information from the Ministry of Highways and the Road Development Authority under the Right to Information Act regarding to the Elevated Highway Project between Athurugiriya and Kelaniya.
The party has requested Information on the Agreement between the Sri Lankan Government and the Chinese construction company.
The party seeks to know if there is a document to show a calling for bids in respect of this award to the selected construction company.
If there was a calling for bids in respect of this award to the selected Construction Company, what were the selection criteria? What are the conditions once the construction is completed? Who would monitor the traffic on this highway in the first 15 years? Soon after the completion the construction, would the Sri Lankan Government have any legal right to collect revenue from the said highway? These are some of the questions the party seeks answers for.
