The navy and police apprehended a suspect with 37 water gel sticks and 206 safety fuses in a carried out in Kinniya, Trincomalee, on Wednesday.
The suspect is a 42-year-old resident of the same area.
Police believe that the suspect had planned to sell the contraband to those engaged in illegal fishing.
He and the explosives have been handed over to the Trincomalee Police for further investigations.
