WPRFU appoints three-man committee to review rugby amendments

The Western Province Rugby Football Union (WPRFU) which raised objections to proposed constitutional amendments by Sri Lanka Rugby (SLR) has appointed a three-member committee to give counter proposals within a fortnight.

Among the key amendments proposed by six of the eight provincial rugby unions was to give direct representation in the SLR Council to the eight ‘A’ division clubs regarded as Founder Clubs and grant them voting rights which had been devolved to the provincial unions since 1992.

This was to be taken up at a Special General Meeting (SGM) of the SLR to be held on June 19 but subsequently postponed following a directive from the Sports Ministry preventing national sports associations from making constitutional amendments after an Election Committee has been appointed to hold the Annual General Meeting (AGM) which was earlier scheduled to be

held before May 31 but extended till August 31 because of the coronavirus outbreak.

“The Western Province Rugby Football Union agreed to support the clubs’ request to be direct members of Sri Lanka Rugby at an executive committee meeting on Thursday (June 11). However, the committee also agreed to appoint three past presidents of WPRFU Wimal Senananayake, Iqbal Hassen and Maj. Gen. (Rtd) H.M.N. Krishnarathne to look into the proposed changes and discuss with the clubs and come up with a revised proposal that will serve rugby as a whole within two weeks. All this has to be looked into. What are the other changes that needs to be made in addition to what has been proposed. What is the best way forward,” said WPRFU president Nazeem Mohamed.

“On principle we are in agreement to give clubs direct membership but is there any other thing that needs to be done? What are the other grievances they have? The committee will talk to the clubs and based on that we will propose the amendments we feel are important for Sri Lanka rugby, including giving direct membership to the clubs,” reiterated Mohamed, a former CH&FC

and Sri Lanka forward.

The constitutional committee will review the recommended changes in consultation with member clubs and provide recommendations to accommodate the requested change and any other changes required to the SLR constitution for the betterment of rugby by July 10, stated WPRFU secretary Waruna de Silva.

“The WPRFU executive committee is of the view that these amendments have several shortcomings and these will be reviewed by the constitutional committee accordingly,” he added.

The proposed amendments related to Categories of Members of the SLR (Article 13), Basis of Representation for Voting at an AGM or an SGM (article 23), Elibility to Attend an AGM or a SGM (article 24), Eligibility to Vote at an AGM or a SGM (article 25), the Council of the SLR (Article 27), Annual General Meetings (AGM) of the SLR (article 19), Proceedings of

the Annual General Meeting of the SLR (article 21) which were signed by representatives of the Central Province Rugby Football Union, North Central Province Rugby Football Association, Sabaragamuwa Rugby Football Association, Ruhunu Province Rugby Football Association and Wayamba Province Rugby Football Association.

The key amendment is recognition of CR & FC, CH & FC, Havelocks, Kandy SC, Air Force, Army, Navy and Police as the eight Founder Clubs of SLR who will have the right to nominate delegates for the AGM or SGM, and have a representative in the Council. However, provincial unions will retain the right to nominate office-bearers for the AGM.

Founder clubs playing in the ‘B’ or ‘C’ division or having adult age-group teams or field a women’s team in ‘A’ division tournaments conducted by the SLR will have an additional vote each. Unions having an ‘A’ division team other than the Founder Clubs will have one vote for such an ‘A’ division team.
