Writ petitions filed by Ravi and six others fixed for inquiry

The writ petitions filed by former Finance Minister Ravi Karunanayake and six others seeking an interim order to stay the arrest warrant issued against them by Colombo Fort Magistrate, in connection with the issuance of Treasury Bonds were yesterday fixed for inquiry by Court of Appeal.

Court of Appeal three-judge-bench comprising Justice (President) A.H.M.D. Nawaz, Justice Shiran Gunaratne and Justice Sobhitha Rajakaruna fixed the petitions for inquiry on June 19. 

On March 13, the Court of Appeal had issued an order directing former Finance Minister Ravi Karunanayake, Perpetual Treasury Limited (PTL) beneficiary owner Arjun Joseph Aloysius and five others to appear before Colombo Fort Magistrate’s Court in connection with the issuance of Treasury Bonds.

In accordance with Court of Appeal order, seven petitioners who had been named as the suspects in the Magistrate’s Court former Finance Minister Ravi Karunanayake, PTL beneficiary owner Arjun Aloysius, PTL Chief Dealer Kasun Palisena, PTL Chairman Jeffrey Joseph Aloysius, Chitta Ranjan Hulugalle, S. Pathumanapan and Indika Saman Kumara were present before Colombo Fort Magistrate Ranga Dissanayake on March 13. 

The Court of Appeal had ordered the Magistrate not to take any further order in respect of the petitioners until the Court of Appeal makes an order. 

The petition, Ravi Karunanayake has named Attorney General, Acting IGP C.D. Wickramaratne, SSP Ampavila, Fort Magistrate Ranga Dissanayake and OIC attached to the Financial Investigation Unit of CID as respondents.  

President’s Counsel Faiz Mustafa with Rienzie Arsecularatne PC, Shavendra Fernando PC, counsel Udara Muhandiramge appeared for the petitioner Ravi Karunanayake. President’s Counsel Navin Marapana with counsel Thanuja Meegahawatte, Uchitha Wickremesinghe and Kaushalya Molligoda under the instructions of Sanath Wijewardena appeared for Arjun Aloysius. Counsel Manoj Bandara with Sudath Perera appeared for Badugoda Hewa Indika Saman Kumara. Senior Deputy Solicitor General Milinda Gunatilleke with Senior Deputy Solicitor General Haripriya Jayasundara and Senior State Counsel Lakmini Girihagama appeared for the Attorney General.
