Arrest warrants on Ravi K, nine others

The Colombo Fort Magistrate Ranga Dissanayake yesterday issued warrants to arrest 10 suspects including former Finance Minister Ravi Karunanayake and former Central Bank Governor Arjun Mahendran over the Central Bank Treasury Bond scam.

Delivering a lengthy order, the Magistrate observed that there is sufficient evidence to file charges against the 10 suspects in connection with the Bond Scam. The Magistrate also issued summons on Perpetual Treasuries (Private) Limited (PTL).

The Magistrate stated that there is no sufficient evidence to issue a warrant against Buddhika Sarathchandra, the former Director of the Public Debt Department of the Central Bank of Sri Lanka. The Magistrate also stated that he made this order after perusing the reports of the Presidential Commission of Inquiry into the Central Bank bond scam and the report submitted before court on a previous occasion.

The Magistrate also stated that he has considered the evidence given by the Woman Chief Inspector of Criminal Investigation Department on a previous calling date. When the matter was taken up on yesterday morning, the Magistrate stated he is required to clarify a few facts related to the Bond Commission report.

Senior Deputy Solicitor General Haripriya Jayasundara submitted written answers to the questions raised by the Magistrate. PTL beneficiary owner Arjun Aloysius, PTL chief dealer Kasun Palisena, PTL Chairman Jeffrey Joseph Aloysius, Chitta Ranjan Hulugalle, Muthuraja Surendran, Ajahn Gardiya Punchihewa, Buddika Sarathchandra and Indika Saman Kumara had been earlier named as suspects on charges of conspiracy, criminal misappropriation, cheating and market manipulation in respect of the bond auctions of February-March 2015.

The Magistrate fixed further inquiries for March 18.
