Arrest Ravi, Mahendran, Palisena, Aloysius and others - AG directs actg. IGP

The Attorney General has directed the Acting Inspector General of Police (IGP) C.D. Wickremaratne to obtain arrest warrants against several suspects in the Central Bank Bond Scam case including Former Finance Minister Ravi Karunanayake, Former Central Bank Governor Arjuna Mahendran, Perpetual Treasuries Limited (PTL) beneficiary owner Arjun Aloysius and several others.

Coordinating Officer to the Attorney General, State Counsel Ms. Nishara Jayaratne told news media that after considering the relevant investigation reports, the Attorney General has named Perpetual Treasuries Limited (PTL), Former Finance Minister Ravi Karunanayake, Former Central Bank of Sri Lanka Governor Arjuna Mahendran, Perpetual

Treasuries Limited (PTL) beneficiary owner Arjun Aloysius, PTL Chief dealer Kasun Palisena, Chairman of PTL Jeffrey Joseph Aloysius, Chitta Ranjan Hulugalle, Muthuraja Surendran, Ajahn Gardiya Punchihewa, Buddika Sarathchandra and Indika Saman Kumara as suspects on charges of conspiracy, criminal misappropriation, cheating and market manipulation in respect of the bond auctions of February-March 2015.

In his letter to the Acting IGP, the Attorney General has stated that there is reasonable suspicion against the named suspects with regard to the criminal wrongdoings which had occurred during the Treasury Bond issuance and that they should be considered as suspects.

Accordingly, the AG had instructed the Acting Inspector General of Police (IGP) to obtain a warrant from relevant Magistrate’s Court to arrest the suspects. The AG has further instructed to forward copies of statements given by the suspects to him without delay and to carry out further investigations if necessary regarding the information uncovered from the statements.

The Attorney General has charged all 10 accused with conspiracy to commit criminal misappropriation in respect of Treasury Bonds to the face value of Rs.36.98 billion and Rs.15 billion respectively.
