Prison sector needs change: Nimal Siripala

The prisons sector should be subjected to a radical change to achieve qualitative development, Justice, Human Rights, and Legal Reforms Minister Nimal Siripala de Silva said.

He was addressing the gathering at the ceremony held to commence the Welikada Prison renovation yesterday. Welfare facilities of prison inmates will be improved as well. The Minister said that the pardoning of well-behaved inmates should be expedited as the process is not efficient. The situation resulted in a huge congestion in prisons.

He added that whether drug addicts should be imprisoned has to be debated as many countries rehabilitate them. The Minister said that drug addicts should be dealt with in a sympathetic manner. Drug dealers, underworld kingpins, and assassins should be given capital punishment, he added.

The minister said that it is important to expedite the judiciary system. Government analysis processes have caused delays in trials. Therefore, the needed staff and physical resources are to be provided to the department to expedite this process, he said.

Unlike most countries, nearby constructions connect the boundaries of prisos, especially the Welikada Prison, the Minister said.

“The Urban Development Authority (UDA), municipal councils, prison and other authorities have not objected to these constructions. Steps will be taken to remove them in due course,” Minister de Silva added.

The minister said that the conditions of prison inmates’ welfare facilities are unsatisfactory.

He said that the re-integration process of inmates is to be improved and prisons inmates will be provided with vocational courses prior to re-integration.
