A study by CHRR reveals:

No NIC for 500,000

More than 500,000 persons in the country do not possess a National Identity Card (NIC), a study by the Centre for Human Rights and Research (Sri Lanka) (CHRR) has revealed.

This was disclosed by Acting Executive Director of the Centre Surangi Ariyawansa at a human rights workshop held in Colombo on Tuesday.

“The study also revealed nearly 100,000 persons do not produce their National Identity Cards with the deliberate intention of hiding their identity,” she said. Ariyawansa said therefore, it could be assumed that the number of persons who actually did not possess NICs amounted to nearly 400,000.

The main reasons adduced to this laxity were the inability to prepare the documents necessary to apply for NICs, the absence of a permanent address and the misplacement of the NIC. People reside in the plantation sector and distant rural villages accounted for nearly 87 percent of the persons without NICs.
