SLAF to take action to recover arrears from Ministries, firms

The Sri Lanka Air Force (SLAF) is to take action to recover arrears of Rs 10.8 million from two private companies and several government institutions for air transportation facilities provided on commercial basis, a memorandum submitted to Parliament by the SLAF states. Already, the Air Force has sent formal letters of demand to these institutions for the prompt recovery of dues.

Replying a query about financial arrears raised by the Parliamentary Committee on Public Accounts (COPA), the SLAF has provided details of several unpaid bills for air transport services commercially provided by the Air Force to two private companies and also to several government ministries.

The SLAF memorandum says that the SLAF Legal Director has consulted the Attorney General’s Department about taking action to recover arrears of Rs 3.49 million and Rs 122,000 due from private companies named Lion Air (Pvt) Ltd and Ero Lanka (Pvt) Ltd. The SLAF memo also states that the arrears owed by the Presidential Secretariat and the Foreign Affairs Ministry stood at approximately Rs 2.4 million and Rs 1.62 million respectively as at March this year.

The Ports and Aviation Ministry owes Rs 416,000 to the SLAF, but the SLAF has failed to take any action to recover the arrears due to the absence of relevant documents to affirm the providing of air transportation facilities to the Ministry. The SLAF had raised this issue during the meeting at the National Budget Department on March 13.

The Ministries of Housing and Construction, Labour and Trade Union Relations, Public Administration and Management, Megapolis and Western Development, and Fisheries and Aquatic Resources Development owe the Air Force approximately Rs 836,000, Rs 720,000, Rs 595,000, Rs 542,000, and Rs 75,000 respectively for commercial air transport services obtained by them, according to the memo. “As per the advices given at the COPA meeting on June 21, 2018, letters have been sent with the signature of the Commander of the Air Force to these government institutions informing to settle the arrears,” the SLAF memo explains.

The memo further says that the arrears of Rs 907,800 due from the Economic Development Ministry had been removed from the register of arrears as per the approval of the Defence Secretary. All these arrears are for commercial air transport facilities obtained prior to 2017.
