Additional Rs.65 bn would not put a strain on Treasury - Kabir

Although we require a supplementary allocation of Rs.184 billion in order to complete the ongoing projects and those that are half completed, taking into consideration the Easter Sunday terror attacks and the situation the country is facing, we only requested for additional allocations of Rs. 65 billion, said Highways and Road Development and Petroleum Resources Development Minister Kabir Hashim.

“Over the past several years we have been able to spend the entire allocations made to the Highways and Road Development and Petroleum Resources Development Ministry. By requesting for Rs. 65 billion, it would not put a strain on the Treasury either,” he said.

Joining the debate on the Highways and Road Development and Petroleum Resources Development Ministry’s Supplementary Estimate Bill, he said every year his ministry has been obtaining additional funds from the Finance Ministry to fund various projects. “In 2018 as well since we ran out of allocations that was provided to us, we requested for an additional allocation of Rs. 30 billion. Just when we had presented it to Parliament, the October 26 political crisis erupted. By December 31, our unpaid debt value stood at around Rs. 55 billion. In addition Rs. 24 billion of local funds and Rs.31 billion international funds was also added. Our ministry had to also suffer these issued due to the actions of the Opposition to forcibly take over power.

We could not pay our bills and could not construct roads etc,."

He said in order to carry out all the planned projects, the Highways and Road Development and Petroleum Resources Development Ministry requires around Rs. 522 billion. “But we know its not practical and that the Finance Ministry would not grant us that amount.

Hence, we asked for Rs. 228 billion for this year. However, we got only Rs. 175 billion.

We must thank the Finance Minister for providing us an additional Rs. 10 billion for our ‘ Ran Mawath’ (Golden roads) projects. Therefore, we are carrying out projects around the country,” he added.
