Kabir Hashim to initiate inquiry over substandard fuel

Petroleum Resources Development Minister Kabir Hashim has sought an explanation from his ministry over reports of substandard 92 Octane fuel being supplied from the Ceylon Petroleum Corporation refinery, adding that an inquiry will be initiated if a discrepancy is found.

“I have summoned my officials to brief me on the situation to ascertain if there is any truth to the allegations that are being made,” he told the Daily News. “If there is any discrepancy, then it’s not a question of having an inquiry, prompt action will be taken against any individuals who have flouted the procedures.”

The National movement for Consumer Protection revealed that 92 Octane sold in the market was in fact 90 Octane. Chairman of the Movement Ranjith Withanage said that a sample obtained by the Consumer Affairs Authority (CAA) sent for testing revealed that 90 Octane was passed off as 92 Octane.

“The CAA has not taken any action against this and we suspect this is the fuel that is being sold for a higher price. There are various kinds of varying prices from 95 Octane, 92 and Euro 4. We think think they sell the same fuel for all.”

In an analysis report dated March 23, 2019, the Deputy Manager of the Technical Services Laboratory of the CPC has signed off on a report which states that the Octane number on the batch which was tested was in fact 90.5 and not 92 as claimed.

Minister Hashim said that the procurement is handled by a separate committee which does not involve the Minister and as such this was not a matter that he could meddle in. “We have been thinking of streamlining and strengthening this process so we could pass on the information and ensure that there are more people involved. We find that when it comes to the pool of bidders we receive very limited bids on petroleum products, we are already looking at revamping the system.”
