Filing a B report before Colombo Fort Magistrate’s Court in connection with the controversial Central Bank bond issue, the CID yesterday named former Central Bank Governor Arjuna Mahendran, Perpetual Treasuries Limited (PTL) Chairman Arjun Aloysius and its Chief Executive Officer Kasun Palisena as suspects in the case.
Pursuant to a request made by the CID, Fort Magistrate Lanka Jayaratne issued an order directing the Controller General of Emigration and Immigration to prevent three suspects from leaving the country.
Meanwhile, the Fort Magistrate issued an order directing former Central Bank Governor Arjuna Mahendran to be appear before the CID to make a statement, before February 15. The CID was directed to serve notices on Mahendran via the Singapore Police.
Meanwhile, Additional Solicitor General Yasantha Kodagoda appearing on behalf of the Attorney General yesterday tendered the report of the Presidential Commission of Inquiry before court.
ASG Kodagoda said that former Central Bank Governor Arjuna Mahendran had intentionally violated laws and regulations to misappropriate public funds and commit criminal breach of trust.
He further said the Bond Commission report had revealed that the PTL has illegally earned a profit of at least Rs. 688 million from the bond auction held on Feb 27, 2015.
ASG Kodagoda further said that Arjuna Mahendran can be charged for misappropriation of public funds two others for aiding and abetting to commit this offence.
He further submitted to court that assets amount to a total of Rs.9.1 billion belonging to PTL have been frozen with immediate effect.
The Magistrate further issued an order directing the CID the documents pertaining to profits alleged to have earned by PTL from the bond auction be submitted in court.
The prosecution further maintained that the suspects have committed criminal offences and thereby there is a possibility of arresting them in due cause.
Further magisterial inquiry was fixed for February 16.
