Two persons transporting 1,103 kg of refuse tea without a permit in a Dolphin van from Watawala to Helioya were arrested by the Nawalapitiya Police on May 21.
Investigations revealed that the tea packed in 63 fertiliser bags were being transported to a tea blending centre in Walamboda, Udunuwara.
The suspects were to be produced before court.
