The Central Provincial Council meeting held in Pallekelle yesterday was confined to 40 minutes as there was no quorum since 28 members are away in Russia on a study tour.

When the meeting started, only 16 members were in attendance but later, 15 out of them were seen in the chamber.

The meeting went on unnoticed until one member pointed out the absence of a quorum.
