KPI Greek to 106 SOEs

One hundred and six out of a total of 307 State-owned Enterprises (SOEs) have not complied with the government's directive to prepare the Key Performance Indicators (KPIs), stating that they were not acquainted with the system.

Speaking to the Daily News yesterday, Project Management and Monitoring Department Director General Dharshana Senanayake said the deadline for the SOEs to report their 'Organizational Results Framework' and KPIs ended on April 15.

She said the progress of SOEs in identifying the KPIs would be informed to the President and the Prime Minister this week.

The concept of KPIs has been introduced to all SOEs to streamline the organisational activities and enhance the productivity level. Under the KPI system, the government agencies are required to set their own targets and the Project Management and Monitoring Department which comes under the National Policy and Economic Affairs Ministry is assigned to monitor whether these targets are met or not.

Senanayake said 79 SOEs have been able to go ahead with the task successfully.

"Another 41 organisations have prepared and sent us the KPIs but those were incomplete. Therefore, we had to send them back. There are another 81 organisations which are still preparing the KPIs. Altogether 201 organisations have been following this directive, whereas the rest have requested a special training on the system," Senanayake said.

She said as per this request, a special training workshop would be organised in May for the management of those SOEs with the help of a consultant of the Asian Development Bank.

"I have been instructed by the Presidential Secretariat and the Prime Minister's Office to report the present status of the SOEs in preparing the KPIs. Even though there are some setbacks, we can see that the public sector organisations are gradually embracing this new culture and that is a good sign," Senanayake said. "Until now these kinds of management tools to measure the organisational results were unheard of in the public sector. As of the new system the SOEs will have to set an activity plan to improve their performance to reach the identified targets. The burden on the Treasury can be relieved if this system is implemented properly," she said.
