An estimated 60 billion rupees of outstanding payments for projects are to be settled following proper evaluation by a special committee appointed by the Finance Ministry.
A circular requesting for details of outstanding payments to contractors outstanding as at December 31, 2014 has been sent to all ministries already, Finance Ministry Public Finance Department Director General P. Algama said.
All contracts will be first evaluated to determine if they have followed due procedures to award the tenders, he explained.
The Cabinet has approved the proposal to appoint a three member committee to evaluate all outstanding payments prior to allocating money for them.
The committee will examine if each project has been awarded following standard tender procedures.
"Even in the cases of unsolicited proposals, there is a proper procedure to be followed. The committee will evaluate the procedure to determine if the due processes have been followed," Algama said.
The committee headed by Lalith R. De Silva, a former Secretary to the Trade Ministry also includes N. Pathmanathan, a former Deputy Secretary to the Finance Ministry and Pushpa Wellappili, Deputy Secretary to the Treasury.
