Regional governance driving force of democracy – ministry consultant

Regional governance is the driving force of democracy of any country. In the present day, provincial or local government or administration is globally popular and much admired as an integral part of the state, Economic Development Ministry consultant and university senior lecturer Dhamma Disanayake said.

He made the above observations delivering the keynote address at the Galle district ceremony held to felicitate local government employees of the Southern Province at Hall De Galle on Friday.

Following a concept of Chief Minister Shan Wijayalal de Silva in his capacity as the Provincial Local Government Minister, the Southern Provincial Local Government Department initiated a novel scheme to felicitate dedicated and efficient employees of all categories of all Local Government Authorities of the three districts of the province.

“The government has a structure of organs as in the same way the human body is structured with human organism and consists of limbs such as a head, neck, torso, two arms and two legs. All these structured organs of the state are inter-related and also alienated to each other. They are linked and as well as separated. The separation is man made while inter-relation is natural. Nevertheless for their survival all these state organs are inter dependable,” he said quoting Greek philosopher Aristotle.

The objective of the state and politics should be meant for happiness and contentment of the community and the society. Aristotle advocated ethics for politics. Politics without ethics will bring neither pleasure nor satisfaction. Only ethical politics will ensure happiness and contentment for the common masses, the senior lecturer said.

Disanayake said both sections, they who usher happiness and they who enjoy happiness, should be able to enjoy happiness which ensures social happiness.

He said to work productively with satisfaction, effective social bliss should be guaranteed.

Former UK Prime Minister Tony Blair referring to England’s regional governance once had said that if the UK’s state was the human body, local governance was the organ that pumps the life blood of democracy into it. “Subsequently employees of local bodies are arteries, veins and capillaries that carry the life blood of democracy into the state body.”

As such the most crucial component of local governance is the employees of such bodies. If they are happy and contended they will work productively and efficiently.

Felicitation of skills, competence and commitment of the workers makes them delighted which in turn would contribute for enhanced productivity, he said. Governor Kumari Balasuriya, Southern Province Local Government Commissioner Chandima Mumahdiram, Chief Secretary K.Athukorale, and Galle district Assistant Local Government Commissioner Nileka Kuddachchi also spoke.
