Some countries are now realising that one of the
best ways of reducing and preventing internal conflict is to get
their people to participate more in government and to give them more
input into the important decisions that affect their lives. These
can be achieved by decentralising or devolving more power to local
government and by giving more freedom to people's organisations.

that Dr. Kamalanathan Vice President of the National College of
Education, Vavuniya, as the most suitable person for the post and
after following the ministry procedure issued him the appointment
letter and dispatched him to Jaffna to start the Jaffna National
College of Education.
