The Finance Ministry in a media release yesterday says "The Government welcomes the interest shown by Non-Governmental Organizations (NGOs) both national and international, in participating in the post-tsunami rehabilitation and reconstruction efforts in Sri Lanka. "With the large number of NGOs, governments and donor agencies displaying considerable interest in being involved in the reconstruction phase, it is imperative to ensure: * Effective use of resources for reconstruction; * Transparency and accountability in allocation and disbursement of funds; * Effective overall coordination; so that the funds raised are effectively matched with the needs of the affected areas. It is envisaged that the government machinery would be used to facilitate effective coordination, in this process. The intention is to create an enabling environment in which NGOs can work as partners in the post-tsunami reconstruction and rehabilitation effort. For this purpose the Government wishes to engage in a consultative process and work out a framework which will be consistent with international best practices, good governance, transparency, accountability and lead to the elimination of waste and duplication. The first consultative meeting between the NGOs and concerned government agencies was held on 03/05/2005 at the SLFI where the above objectives were reaffirmed. Recognizing the large volume of funds available and the importance of NGOs in channelling such funds for productive activities such as housing, micro finance, livelihood support etc., the Government wishes to encourage NGOs, both national and international, operating in Sri Lanka to become partners of this process. Towards this end, the Government will soon announce a process for all NGOs including already registered NGOs and organizations engaged in similar work, to formally register for tsunami rehabilitation and reconstruction which will be coordinated by TAFREN. All such Organizations operating in Sri Lanka are hereby requested for purposes of transparency and adherence to best practices to furnish to the Director General, Department of External Resources of the Ministry of Finance and Planning, the following information: * Details of ongoing projects and programmes and estimated cost * Details proposed projects and programmes and estimated cost * Sources of funding * Annual report * Audited accounts and financial statements In order to facilitate the process, a separate office under the External Resources Department has been set up in Room No: 121 on 1st floor of the Treasury building. Non-Governmental Organisations are encouraged to obtain the agreement of the Ministry of Finance and Planning for all such projects to ensure their participation in the reconstruction programme is productively coordinated." |
