transformation and this was primarily due to the fact that the political
leadership of the period believed in a process of militarisation of the
State. The Sri Lankan State, therefore became highly security-orientated
during this period. The democratic institutions of government began to
decline, and the political retardation, which developed as a result of
both political violence and the process of militarisation interfered with
