Can ministers make a difference?

As a result of the recent election, Sri Lanka has a new cabinet of ministers. The role of the minister in the executive and the legislative process is an important one, particularly when considering the view of a school of thought in political and social sciences - that ministers make little contribution to the policy process of government and that their individual styles of governance are inconsequential to the overall process of government.
