President Chandrika Bandaranaike Kumaratunga in a letter to Prime Minister Ranil Wickremesinghe noted that the Development Lotteries Board has been deleted from the list of subjects and functions to the Minister of Economic Reforms, Science and Technology consequent to the executive order made by her. In consequence of provisions of Article 44 it is now a matter which is deemed to remain as a subject in my charge as President. "The President said she was satisfied in her own mind that her decision on this matter and consequential order are in conformity with the Constitution and she was not concerned with the advice received by the Minister of Mass Communication to the contrary. The President in her letter to the Premier said "considering the illegal order made by the Minister of Mass Communication to the Government Printer in this regard, which he is not empowered by any law to, I have to consider the danger of allowing such unilateral decisions being taken by him on a selective basis. She informed the Premier of her intention of taking necessary corrective action in this regard unless " action is taken forthwith to withdraw this illegal order made on the Government Printer." Meanwhile, the President has ordered the Chairman Development Lotteries Board J. K. Fernando to cease all payments other than recurrent expenditure forthwith including expenditure regarding publicity and advertisements. In a letter to the Chairman, the President has also called for a halt to all recruitments to the DLB until further notice. |
