The payment of compensation to aggrieved parties by offending public
servants on the orders of courts has assumed a new dimension, since the
courts have since of late begun to apportion a part of such compensation
on the errant officials. This is an area of misgovernment by public
servants, which is a direct fallout of misgovernment by politicians at a
