Cabinet DECISIONS

Cabinet granted approval to proceed with the project for the supply, installation, testing and commissioning of two Cardiac Catheterization Systems and two Echo Cardiograph Machines to the Cardiology Department of the National Hospital on the recommendation of Health Minister Maithripala Sirisena.

Cabinet granted approval to strengthen the patient care services of Hambantota Districts General Hospital, Tissamaharama District Hospital and Karawanella Base Hospital by providing essential equipment and to obtain and evaluate proposal from the supplier of Spain for the total value of euro 7,237,484 million.

Cabinet granted approval to hold the Commonwealth Games Competition 2018 in Sri Lanka on the recommendation of Sports Minister CB Ratnayake.

Cabinet granted approval to establish the National Road Safety Commission as a new institution on road safety under the Transport Ministry with minimum cost to the Government on the recommendation of Transport Minister Kumar Welgama. Once this is set up, the National Council for Road Safety established by the Motor Traffic (Amendment) Act No.05 of 1998 will be dissolved.

On the recommendation of Power and Energy Minister Patali Champika Ranawaka, Cabinet granted approval to award the contract for the supply and delivery of material for the project for Extension to the Rural Electrification Project IV to expand the electricity coverage of the North Central Province to 100 percent to the existing contractor for Rural Electrification Project IV who has been selected through competitive bidding process. This will cost US $ 56,788,335,50.

Cabinet granted approval to award the contract for construction of the Sri Lanka High Commission Chancery building in Canberra at a total estimated cost of Australian Dollars 7.2 million with GST on the recommendation of External Affairs Minister Prof GL Peiris.

On the recommendation of Economic Development Minister Basil Rajapaksa, Cabinet granted approval to construct the building for pavement hawkers and to award the contract to the CECB at the cost of Rs 19,200,000 plus VAT and to obtain funds from the Economic Development Ministry and to handover the administration and maintenance of the building to the Colombo Municipal Council.

On the recommendation of President Mahinda Rajapaksa as Finance and Planning Minister, Cabinet granted approval to sign the Exchange of Notes and enter into a Grant Agreement with JICA to obtain a grant of Japanese Yen 1,217 million for reconstruction of the five bridges in the Eastern Province - four bridges on Peradeniya-Badulla-Chankalady (A5) Road and one bridge on the Batticaloa-Trincomalee (A15) Road. On the recommendation of Higher Education Minister SB Dissanayake, Cabinet granted approval to sign an MoU between the Higher Education Ministry and the People's Government of Yunnan Province of the People's Republic of China to develop bilateral exchange programs and additional co-operation in the sphere of higher education between the two countries.

On the recommendation of President Mahinda Rajapaksa as Finance and Planning Minister, a concessionary loan has been provided by the Chinese Government for the supply of two MA - 60 Aircraft to Sri Lanka.

On the recommendation of President Mahinda Rajapaksa as Finance and Planning Minister, the Government of China has agreed to extend a Buyer's Credit Facility through the Export Import Bank of China amounting to US $ 141,604,966 to finance the rehabilitation and improvement of 153 km length Kandy to Jaffna road (A9). Total cost of the project is US $ 166,594,076.66.

The Chinese Government has also agreed to extend a Buyer's Credit Facility through the Export Import Bank of China amounting to US $ 75,420,000 to finance the rehabilitation and improvement of 84 km length Jaffna-Point Pedro Road (AB32) and Jaffna-Palali Road (AB18).

In another project with Credit Facility of (EXIM) Bank to the tune of US $ 85,287,000 will be obtained for rehabilitation and improvement of 42.4 km length of Mullaitivu-Kokilai-Pulmudai Road (B297), 52.6 km length of Oddusuddan-Nedunkerny Road (B334) and Mullaitivu-Puliyankulam Road (B296).

On the recommendation of President Mahinda Rajapaksa as Finance and Planning Minister, the Government of China has agreed to extend a Buyer's Credit Facility through the Export Import (EXIM) Bank of China amounting to US $ 31,659,391.82 for the procurement of material for the Northern Province Power Sector Development Program.

On the recommendation of President Mahinda Rajapaksa as the Finance and Planning Minister, Budget 2011 is expected to be formulated with greater focus on the Government's responsibility to transform Sri Lanka as one of the emerging economies in Asia in the background of ending of terrorism which had lasted for about three decades. Cabinet granted approval for tentative Parliamentary Program for the Appropriation Bill 2011.

On the recommendation of President Mahinda Rajapaksa Cabinet granted approval to implement an islandwide program to purchase of paddy harvest of Yala season 2010.

The Finance and Planning Ministry in collaboration with the Agriculture Ministry, Co-operative and Internal Trade Ministry and Economic Development Ministry has prepared an islandwide accelerated program to purchase the paddy harvest of Yala season.

On the recommendation of President Mahinda Rajapaksa, Cabinet granted approval to impose a surcharge of Rs 20 per kg of potato on top of the present commodity tax of Rs 10 per kg. increasing the total tax to Rs 30 per kg.

This surcharge will come into effect from August 27, 2010 and continue until September 9, 2010.
