Constitution can be changed through Parliament' By Ananda Kannangara. The prorogation of the Parliament by President Chandrika Bandaranaike Kumaratunga was
undemocratic at a time when a No Confidence Motion was before the Speaker with the
signatures of all 115 members in the Opposition. It is the duty of the President to
reconvene the Parliament without holding a Referendum, Opposition Leader Ranil
